The Book discussed in detailed the role of National Service Scheme (NSS) in developing Human Resource Developing in Manipur. It is one of the flagship programmes of the Ministry of Youth Affairs & Sports Government of India. It aims to develop a linkage between campus and community where teachers, students, programmes and community are involved. As per the Ministry of Youth Affairs and Sports (2006) the objective of the scheme is to make the student youth socially sensitive by engaging themselves in various programmes and activities. Manipur is also one of the states of the country implementing this scheme. NSS plays a significant role for the promotion of youths.
In Manipur the Department of Youth Affairs & Sports, Government of Manipur, has been implementing the scheme since 1980 through Manipur University and its affiliated colleges in one side and different Higher Secondary Schools through State Liaison Officer in other side.
Over the last few years, the trend of student's enrolment in the colleges and higher secondary schools are on the decreasing trend. Students are now more or less looking forward on the professional education than the conventional education system which our education system has been providing over the last few decades. Due to irregularities in the release of fund to the NSS units, most of the college NSS units are not actively performing the basic activities of NSS i.e. regular activities of 120 hours per annum and 7 days special camp once in a year. As per data furnished by the NSS Cells of Manipur Government and Manipur University to bring the students in the fold of NSS, more activities should be organized by the NSS units operating in the colleges. It is also suggested to organize awareness programme on NSS to all the students enrolled in the colleges and higher secondary schools before they finally are inducted to NSS units as NSS volunteers. The importance and significance of NSS should be highlighted to students so that it will help in motivating them to work for the society or community where they live when they go back home after completion of course.
