Planning theories, techniques and approaches adopted from the Western Scholars and inducted into the third world programmes have evidently been unsucessful. There is thus a need to change the philosophy of third world planning, prompting an unorthodox perception and strategy. \nThis book is based on the conviction that is imperative for under developed regions to adopt a practical approach, framed by the respective pecularities of each unit area of the various sub-regions, with a concerted effort to achieve complete success in ensuring balanced growth and sustainable development.
